Can new thermals be generated above a cloud layer?

Thermals rise from the ground due to uneven heating from the sun, then stop rising once they start condensing into clouds. My question is can new thermals be formed at the top of this cloud layer? I often see multiple layers of clouds at the same time, are these higher layers formed by thermals or some other process? If there are thermals above the first cloud layer, are glider pilots able to make use of them?
