As you can see on my image, the front wing generates lift and has ailerons. The rear one is sort of big lift generating stabilizer with elevators and a fin. | |

It's exactly the same logic for canards where the rear wings is also where you put the elevators (though they're normally configured as elevons - elevator+ailerons) | |
