The ACS does not specify training requirements or who must give the training, only that certain skills need to be evaluated for the issuance or a certificate or rating. Part 61 governs training and airman certification. | |

I don't know if I fully agree as there are instrument ACS requirements that have not been evaluated by the DPE. Namely, a SE ILS approach and SE instrument maneuvers. See page A-7 of the instrument ACS. I would imagine a CFII is required to sign off saying the applicant is prepared for those otherwise the applicant would get a ME VFR only limitation on their certificate. | |
