All aircraft flying below 18,000, except aircraft not equipped with a radio, are required to set their altimeter to the current reported altimeter setting of an appropriate available station. See 14 CFR 91.121. | |

Are you asking why is didn't include a maintenance indicator, or what does SLPNO mean? I'm guessing that 2248 is the highest possible measurement. | |
