It is possible to build a aircraft to flap its wing and fly. But, the fuel efficiency and the Cost required for that flight would be a burden to implement.  The commercial aircrafts and their working principles are far a better design and a Satisfyable design to carry payload and to give cost-effective operation. Though, this ornithopter concepts will take more energy and mechanical work to complete carrying a small payload.
