Initial Will Tower repeat an initial heading from clearance delivery vs in take-offif it's part of my IFR clearance?

If I get an initial heading to fly in my clearance from clearance deliveryClearance Delivery, but the towerTower controller does not repeat the heading to fly in my take offtakeoff clearance and I stay on runway heading, can the FAA take enforcement action against me (aka did I do something wrong)?
