Under simulated instrument, a safety pilot can log PIC time under 61.51(e)(1)(iii), as regulation requires two crewmembers for simulated instrument flight. Regulation does not require two crewmembers for actual instrument flight, and so the safety pilot is out of luck for logging the time. | |

The safety pilot logs PIC because he is acting as PIC and is a required flight crew member. The IR student logs PIC time for being sole manipulator of control. And yes, anyone can be the sole manipulator of control under part 91 regardless of rating. | |
